Lansing-Ishii Agreement

Also Known As Ishii-Ranshingu Kyotei
Diplomatic Correspondence and Secret Agreements

The Lansing-Ishii Agreement was a diplomatic note signed in Washington on November 2, 1917 between United States Secretary of State Robert Lansing and Japanese special envoy Kikujiro Ishii, addressing the two countries' disputes over China. Both governments agreed to respect China's independence and territorial integrity and to uphold the principle of equal commercial and industrial opportunity there, while the United States also recognized that Japan had special interests in areas near its own possessions, most notably Manchuria. The Chinese government objected to being bound by terms it had no part in negotiating, and the United States and Japan abrogated the agreement in 1923.

FAQs

Did the Lansing-Ishii Agreement last?

It proved short-lived: the two nations agreed to cancel it after the 1922 Nine-Power Treaty.

No. The Office of the Historian describes the 1917 agreement as non-binding and short-lived. Secretary of State Robert Lansing considered it an important measure for promoting mutual interests in Asia, but the United States and Japan later agreed to cancel it after they concluded the Nine-Power Treaty, which they signed in 1922 at the Washington Conference.
