Lansing-Ishii Agreement

The Lansing-Ishii Agreement was a diplomatic note signed in Washington on November 2, 1917 between United States Secretary of State Robert Lansing and Japanese special envoy Kikujiro Ishii, addressing the two countries' disputes over China. Both governments agreed to respect China's independence and territorial integrity and to uphold the principle of equal commercial and industrial opportunity there, while the United States also recognized that Japan had special interests in areas near its own possessions, most notably Manchuria. The Chinese government objected to being bound by terms it had no part in negotiating, and the United States and Japan abrogated the agreement in 1923.
