Treaty of Portsmouth

Peace Treaties and Territorial Settlements

The Treaty of Portsmouth formally ended the 1904 to 1905 Russo-Japanese War. It was signed on September 5, 1905, after negotiations that ran from August 6 to 30, at the Portsmouth Naval Shipyard in Kittery, Maine. United States President Theodore Roosevelt was instrumental in the negotiations and won the Nobel Peace Prize for his efforts, the first American ever to receive it. The treaty recognized Japan's dominant position in Korea and awarded it Russia's lease on the Liaodong Peninsula, control of the Russian-built South Manchuria Railway, and the southern half of Sakhalin.

FAQs

Did Russia have to pay Japan for the cost of the war under the Treaty of Portsmouth?

No. Japan took the southern half of Sakhalin instead and received no indemnity.

No. Russia was not required to pay Japan's war costs. According to the US Office of the Historian, the indemnity issue and the fate of Sakhalin Island were the major sticking points in the negotiations. The Japanese negotiators wanted an indemnity and control of Sakhalin, while the Russians wanted to keep Sakhalin and refused to pay. When talks reached an impasse, President Theodore Roosevelt proposed that Russia buy back the northern part of the island, but the Russians refused to pay any amount, which they saw as a disguised indemnity. Japan eventually agreed to take only the southern half of Sakhalin, without any kind of payment.
