The Washington Naval Treaty, also known as the Five-Power Treaty, was signed in 1922 among the major Allied powers of World War I to prevent a naval arms race by limiting warship construction. It was negotiated at the Washington Naval Conference held in Washington, D.C. from November 1921 to February 1922, and was signed by the governments of the British Empire, the United States, France, Italy and Japan. The treaty limited the construction of battleships, battlecruisers and aircraft carriers by its signatories, though other categories of warships, such as cruisers, destroyers and submarines, were left unlimited except for a 10,000 ton displacement cap on each individual ship.

What ratio of warship tonnage did the Washington Naval Treaty set for each country?
The United States and United Kingdom got 500,000 tons each, Japan 300,000, and France and Italy 175,000 each.
The Five-Power Treaty was signed by the United States, the United Kingdom, Japan, France and Italy and was the cornerstone of the naval disarmament program. It allowed the United States and the United Kingdom 500,000 tons of warships, Japan 300,000 tons, and France and Italy each 175,000 tons. Japan had preferred a 10:10:7 ratio, while the US Navy had preferred 10:10:5, and the conference ultimately adopted the 5:5:3 ratio limits. Because the United States and the United Kingdom kept navies in both the Pacific and Atlantic oceans to support their colonial territories, they were given the highest tonnage allowances.
