Council for Mutual Economic Assistance

International and Intergovernmental Organizations

The Council for Mutual Economic Assistance, widely known as Comecon, was founded in January 1949 in Moscow by the Soviet Union together with Bulgaria, Czechoslovakia, Hungary, Poland and Romania, intended as a Soviet-aligned counterpart to the Marshall Plan and the Western Organisation for European Economic Co-operation that the Eastern Bloc states had been barred from joining. Its stated purpose was to coordinate economic planning and development among Communist states, facilitating trade, resource sharing and industrial specialization across the bloc, though in practice the organization operated heavily on Soviet terms and priorities throughout most of its history. Membership later expanded to include East Germany, Mongolia, Cuba and Vietnam, extending the organization's reach well beyond Europe, and it became closely associated with the broader network of political and military ties binding the Communist world during the Cold War, running alongside the separate Warsaw Pact military alliance. Comecon was dissolved in June 1991, in the months following the collapse of Communist governments across Eastern Europe and shortly before the Soviet Union's own dissolution later that year, as its former member states moved toward market economies and closer integration with Western Europe.
