The Helsinki Final Act, also known as the Helsinki Accords or Helsinki Declaration, was the document signed at the closing meeting of the Conference on Security and Co-operation in Europe, held in Helsinki between 30 July and 1 August 1975 after two years of negotiation. Nearly every European country, along with the United States and Canada, signed the Final Act in an effort to improve detente between East and West. The accords were not legally binding, since they never carried treaty status requiring ratification by parliaments.
