Was Azerbaijan independent before 1991?
Yes. It was briefly independent until the Red Army arrived in April 1920.
Yes, briefly. After the collapse of the Russian Empire in 1917, Azerbaijan became an independent state that the Allies recognized de facto in January 1920. That independence ended when the Red Army arrived in April of that year, and Azerbaijan then became a constituent republic of the Soviet Union. The United States recognized its independence on 25 December 1991, after the dissolution of the Soviet Union.
