Maximilian I was King of the Romans from 1486 and Holy Roman Emperor from 1508 until his death in 1519. He was never crowned by the pope, since the journey to Rome was blocked by the Venetians, and instead proclaimed himself elected emperor in 1508 at Trento, a step Pope Julius II later recognized and one that broke the tradition of requiring a papal coronation for the imperial title. He was the only surviving son of Frederick III, Holy Roman Emperor, and Eleanor of Portugal, and from his 1486 coronation as King of the Romans he ran a double government with his father until Frederick's death in 1493.

How did Maximilian I expand Habsburg power?
He built Habsburg power through marriages that brought in Burgundy first and later Castile and Aragon and claims to Bohemia and Hungary.
Mainly through marriage alliances rather than conquest. Maximilian married Mary, the heiress of the Burgundian inheritance, which brought those rich lands under Habsburg control. In 1496 he arranged the marriage of his son Philip to Joan, the Spanish heiress, which brought the kingdoms of Castile and Aragon and their overseas possessions into the family's orbit. A double marriage with the Jagiellonian dynasty negotiated in Vienna in 1515 later let his grandson Ferdinand claim the Bohemian and Hungarian thrones. He was less successful in war: his campaigns against the Swiss failed, and parts of the Habsburg lands were lost to them.
