Naziha al-Dulaimi

Also Known As Naziha Jawdat Ishg al-Dulaimi
Reformers and Civil Rights Activists

Naziha al-Dulaimi (1923-2007) was an Iraqi physician and politician who became the first woman to serve as a cabinet minister in Iraq, and one of the first in the Arab world, when she was appointed Minister of Municipalities in 1959 under the government of Abd al-Karim Qasim. A trained physician, she was also a founder and leader of the Iraqi Women's League, through which she campaigned for legal reforms expanding women's rights in marriage, divorce and inheritance, contributions that fed into Iraq's 1959 Personal Status Law. Active in left-wing and Communist-aligned politics, she was later forced into exile following political upheavals in Iraq and continued her activism from abroad.

FAQs

What was Naziha al-Dulaimi's part in Iraq's 1959 Personal Status Law?

A tribute by Salam Ali says she was instrumental in forming the law, which was based on a draft from her Iraqi Women's League.

According to Salam Ali's tribute published by the British group Liberation, the Iraqi Women's League won many gains for women, in particular Personal Status Law No. 188 of 1959. He writes that as the League's president she was instrumental in forming the law, which was based on a draft put forward by the League, and that it protected women from arranged marriages at an early age and amended other provisions on marriage and the family. This is a sympathetic account by a fellow member of the movement, so it describes her role in the law in warmer terms than a neutral legal history might.
